Legal framework for the use of ICT’S at UPEL-IPB

Abstract

This is a documentary review about laws and regulations for the implementation of Informatic and Communicative Technologies (ICT) and its various applications in the academic and managerial processes of the Venezuelan educational system, specifically at the Experimental Pedagogical University in Barquisimeto (UPEL-IPB). Both printed and electronic sources in the legal framework of the Bolivarian Republic of Venezuela and the regulations of UPEL-IPB have been revised. It is concluded that the analysis and transfer of these laws can also become the framawork for research process in the area of educational software design, tutorials in electronic format, online courses, multimedia applications, educational uses and management supported on the Internet, among others.
